- The application is open to Citizens or Permanent residents of U.S. with non-resident tuition status.
- The applicants must be full-time Undergraduates at the Washington State University.
- Students dually enrolled at another institution may receive the award if full-time status is met between both institutions.
- This award may not be transferred to another WSU campus location.
- Demonstration of financial need is required.
