- Be a citizen of a country other than China and under 45 years old.
- Be in good mental and physical health.
- Hold a bachelor’s degree or higher with at least 3 years of work experience (professional or relevant experience preferred).

- Government officials at the division chief level or above.
- Senior managers in institutions or enterprises.
- Administrators of universities or research institutions.
- Individuals with relevant work/internship experience in international organizations.

- For Business Administration: have a background in management, economics, or science and engineering.
