The David Philp Scholarship at Victoria University of Wellington
The David Philp Scholarship was established in memory of David Philp, a senior government leader passionate about public service and identity management. It supports students researching areas such as digital identity, inclusive policy, biometric technologies, and innovation in identity systems, continuing his legacy of advancing secure, equitable, and trusted services for New Zealanders.
Eligibility Criteria of The David Philip Scholarship:
Applicants must be New Zealand citizens or permanent residents enrolled, or intending to enrol full-time in a Master’s or PhD at Te Herenga Waka—Victoria University of Wellington, undertaking research in the broad field of identity management (including ICT, AI, public services, data privacy, security, and global perspectives), with a focus on understanding the impacts and experiences of New Zealanders and informing the design of future policies and identity systems.
Selection Criteria: The scholarship will be awarded to a student undertaking or intending to undertake their Master’s or PhD within an area of study related to relating to topics outlined in the above eligibility section. Research that has a specific New Zealand focus is desirable.
Application Process: A completed online application must be submitted on the closing date. Late or incomplete applications will not be accepted.
Award: NZD 20,000.

- The successful recipient must write a letter of thanks to the donor organisation, including details of their intended area/topic of research or study.
- The Scholarship will be paid as a stipend in instalments.
