Out-of-state Scholarships at Virginia Commonwealth University 2026

Because VCU is a public university and the state subsidizes a portion of the cost for Virginia students, students who are not citizens of Virginia pay greater tuition. For tuition purposes, international students are treated as out-of-state students.

Eligibility for Out-of-state scholarships at Virginia Commonwealth University:

• Applicants must be classified as an out-of-state or international student (not a Virginia resident).
• Applicants must be an out-of-state student with a high school GPA of 3.0 or higher.
• Applicants should apply to a VCU degree-seeking program as a first-year student.
