About this course

The Mid-Career Doctoral Program in Educational Leadership addresses the ongoing transformation of Pre-K to 12 organizations from a leadership perspective. Each year the program brings together a diverse cohort of 25 educational leaders to build an intensive professional learning community in an executive-style 36-month doctoral program.

Our program addresses the ongoing transformation of public and private educational organizations from a leadership perspective, focusing on the four core areas of educational leadership: instructional, organizational, public, and evidence-based. It accommodates students working full-time, including those at senior levels at districts and organizations across the country. Students meet once per month from Friday evening through Sunday afternoon, and one week during each summer.

  • A select and diverse cohort of 25 educational leaders from urban, rural, suburban, private and public sectors;
  • A collaborative, executive-style, 36-month Ed.D. program;
  • Applied research in the student’s home site, 27 total course units; and
  • A dissertation that is embedded in the program, with dedicated supports to help students complete the process.

Eligibility Criteria

Eng lang- On the TOEFL-iBT exam (Internet-Based Test), competitive applicants tend to have a composite score of 100 and above (the exam is scaled from 0-120, with 120 being a perfect score) with demonstrated consistency on each section of the exam (reading, listening, speaking, and writing). On the Paper- Based TOEFL, Penn tends to admit students with a score of 600 and above (the exam is scaled from 310 to 677, with 677 being a perfect score).

Course Modules

From the first day of the program, students spend significant time planning for their
dissertations in structured and supervised settings, particularly within the evidencedbased
leadership modules and the applied research sequence that spans the program. Our
systematic approach to the dissertation will allow students to defend in their last semester
of the program.

Since students develop their dissertation questions early in the program, they ground the
preparation of their dissertations in their classroom work and at their places of
employment. Working closely with program faculty, students develop a dissertation
research project designed to identify, analyze, report and make recommendations about an
actual problem of leadership practice -- often their own practice and situated within their
own educational organization.

Dissertations may include analyzing the effectiveness of a school district's literacy
program; developing a standards-aligned community outreach program for an
independent school, or designing a district’s teacher professional development system and
providing recommendations in preparation for upcoming contract negotiations. Early in
the program, students refine their dissertation topics and the questions they seek to
answer, starting in year one. Some may change topics completely as they assess the
feasibility of their initial ideas. By the beginning of their second year in the program,
students’ dissertation projects are defined broadly, refined with intensive faculty support
into their proposal. Once approved, usually during the final term of their second year,
students carry out the research, completing the study by the end of their third year. In
addition to the final defense, students are supported, via writing and innovation coaches, to
disseminate their work to the field.

Your application essay must answer the following questions:

  • Identify a critical incident in your leadership experiences, an incident occurring at least a year ago but no more than 5 years ago. Describe the incident, the critical issues it presented and how you acted. Reflect on lessons you learned from that incident, and describe any ways in which you might analyze or act differently now if a similar incident presented itself. (750-1000 words)
  • How do you see this program furthering your aspirations? (250-500 words)
